I believe this to a work by William Smith Anderson... but you be the judge. He was known to sign his paintings "Anderson Smith". Below is a brief biography found online:&nbsp;Anderson attended the Glasgow School of Art from 1897 to 1901. He won several Haldane bursaries. Anderson began exhibiting in the Royal Scottish Academy in 1917 with his The Embankment. Anderson continued exhibiting with the RSA right up to his death in 1929.&nbsp; &nbsp; &nbsp; &nbsp; &nbsp;

The "Britannia" was commissioned by the Prince of Wales in 1893 (later King Edward VII). It featured a design that was a marked departure from traditional yacht shapes. 
The "Britannia" became one of the most successful racing yachts in history, winning numerous races, and a formidable competitor in the competitive yachting world. She was refitted by King George V, in 1921. Per George V wishes, after his death in 1936, Britannia was towed out to the English Channel and sunk.
